I. Introduction

Since the currency crisis, Korea has interpolated its fundamental philosophy of stinting operation system. Most significant changes came from the attitude toward the foreign capital. In the past, foreign direct investment was not forbidden further the administrative procedures was so long and complex that very few foreign capital was invested in Korea. But after the pecuniary crisis, Korean government has changed its policy toward foreign capital and wide-awake many new measures to encourage the FDI.





The second important change is the policy focus for the promotion of small and moderate coat enterprises including venture companies. Koreas conglomerate-based mass-production pattern, which has been the key to quantitative growth, was considered to have lost its military posture in re-invigorating the economy and supporting its sustained expansion. For example, Koreas growing sight deficit was partly attributed to structural imbalance in the industrial sector, which consists primarily of mass-production import-inducing industries. Korean big business groups with their economy-of-scale manufacturing strategies are decision it increasingly difficult to adapt flexibly to changing beingness markets and to overcome Koreas structural obstacle : high-cost low-efficiency structure.
